The reign of Constans was a troubled one. Starting with a successful Arab invasion of Egypt which ended with the permanent loss of the province. The Byzantine navy was then eclipse by the Arabs. Revolts in both Africa and Italy farther strained the empire. To Constans credit, he managed a successful campaign against the Balkan Slavs. Large numbers of which were relocated to Asia Minor. Were they ultimately served in the imperial army. During the later part of Constans reign he relocated his office to Syracuse. Were unfortunately his despotic behavior led to his assassination.
